To be fair, Kongo actually speaks English pretty well. (At least pronunciation-wise. She might not know enough words to form full sentences.) We just don't always realise it because she usually just throw English words into Japanese sentences. While some of the things Iowa says has you scratching your head wondering what she said ("Dis is not a throulh, Atomiral!"), there's never any doubt as to what Kongou is saying.

Kongou hypercorrects, so her pronunciation is often way off (AmE, BrE, any of the dialects, CanE, AuE, NzE, etc). In particular she tends to stress the wrong syllable.
Kongou does enunciate her words pretty clearly though, which makes her far better than Iowa who slurs everything.

Personal bias probably, there gotta be a reason why the English gets worse as the boat in question gets less British. Warspite (proper English boat)=pretty good English, Kongou (Japanese boat built in England)=Understandable Engrish, Iowa (American boat)=Crime against English language.

You give them far too much credit. This is the company that put together a "enh, whatever" roster of ship art, then was surprised by their success, and had to get the artists to throw in Kai-Nis and seasonal art that look leagues better than their base art.
NNesco is right - they picked Seiyuus first, then asked them whether they had the slightest idea how to speak English, second, and only after seeing people covering their ears and begging for mercy after hearing Iowa, thought that maybe getting someone who could pronounce the language might be a good idea.
