looking from the artist other works, the supposed big heads is more of the artist's style of very cutesy moe little girl/sister rather than anatomy fault. the head size also doesn't feel so far off, because head size is relatively close to the width of her shoulder, which is very commonly used in this kind of style as well as by this artist.
Nothing wrong with proportions, art is good quality and consistent with the rest of this artist's works. Danbooru allows sketched and rough art of a certain level of quality this is much better quality than a simple sketch.
If you're a parent and see noodly arms and legs on a body where the shoulders are the same width as the head as good proportions, I ask you to perhaps feed your children more if you can.

I don't know about you, but this isn't good proportioned... But to do a little check...post #2461965 If we want to compare, here is one post where the head is in the realm of "ok proportions" and not as big as this one here. The forehead is a bit huge, but the width is ok, I guess.
