"To the nines" means to the highest degree, so "dressed to the nines" would be to dress very fancy. The expression is unrelated to baseball, with the earliest example from 1719.
Pardon my ignorance here, but 'dress you to the nines?' Unless Atago came straight from Cyrodil, I'm lost on that expression.
It's an older idiom, perfectly in character for a higher class type like Atago. Or for the shipgirls in general, who were originally in service when the phrase was in common use.

Don't know if I'd call it "older" or not in common use as I've heard it numerous times in relation to dressing up for something in real life situations.
