I think what reads as a "t" there is really a plus sign, which makes it a list without the commas. "For soldiers, prostitutes, dykes, and punks."
Exactly what is for soldiers, prostitutes, dykes, and punks is not entirely clear, but given the symbol in the middle, I'm thinking maybe "anarchy". It's kind of too tidy to be a proper anarchy symbol, but maybe that's part of the joke.
