I would say it doesn't. I think the usual IL2K would be composed of individual X announcing some sort of challenge or berating individual Y's merits on a specific capability, then have X losing or being defeated in said capability by Y on the second panel.
It's less like "lightweight with alcohol" and more like those people who are so deathly allergic to things like peanuts that they instantly swell up and start choking to death if they so much as smell one.

Having read this series, the answer is no, nothing good will happen because the cycle is to keep exacerbating the problem more and more to ever-more-ludicrous heights. Therefore, no matter what happens, it will look from the admiral's perspective like Kiso's badassery incarnate, while Kiso squeals about how everything was SO EMBARRASSING to Kuma!
As there was no transition panel, I'm going to imagine that the Admiral collapsed because Kiso poured the alochol into his drink, not because he actually drank from the cup.

Yeah, he could've at least drawn the admiral holding the cup at panel 2 to hint that he drank it.
