They have no idea what's in it, there might be encryption (and in that case, most likely an unknown scheme), but apparently that's enough to crack it? Even when brute-forcing, you have to have some sort of idea what's in there to recognise whether you have found the (potential) correct answer... I suppose the bad guys have some sort idea what to look for.
And why hasn't anyone made a (black market) copy of the data contained in the orb? If they can read it, they can also make a model...
