At some point they will assume the "bad" side wouldn't be doing anything if it weren't for the "good" side's presence. Then we have the impotence they couldn't do anything about the "bad" side on their own, so they take their frustration to the "good" side. Finally there's this placebo effect the "good" can't do anything wrong to neutrals because they're helping, so they feel untouchable.

That's why in war no one is ever truly neutral. "Civilians" are mechanisms of the enemy or our war machine directly or indirectly, and if you let them go off free without responsibility or care they will be your undoing. Those who are unwilling to make a stand forfeit control of their fate. People appreciate and are more content when they are active in a cause rather than ignoring the problem. Unfortunately, some in our society grieve over collateral damage and then don't even blink an eye when a spy who sacrificed everything for the many is executed. Like Joker said "cause it's all part of the 'plan'." Not everyone has to or should be militarized, but they need to know where their loyalties lie because frankly those in the middle ground are dead weight and a liability.
That being said, I want to know how these fuckers were able to zero in on those girls being boats. I mean, it isn't like this is strike witches and they are naked from the crotch down.

These guys go out and see all the shit that is going on in the world and kick some ass and then they get berated when they come back home by people who haven't got a clue what they are talking about how terrible they are at oppressing "peaceful" people. In some ways, this problem has been fixed a little bit where people have more respect for veterans, but now its kind of a passive-aggressive slight where people are saying "poor you, having to fight in that useless and misguided war". And people wonder why guys come back with PTSD. You can't fight if you are being taught that what you are doing is wrong. I mean I actually heard from some guys that they are being taught in boot camp that they should be sad about an opfor death. Seriously? These guys are out there to kill us not play around, I would gladly lay the hate on a thousand of them if it would save even one of our guys.

I'm not saying that they don't have heart, but that isn't enough to let them slaughter our side. They can be great family men at home, but the second they step outside with that gun, they better be prepared to face ours.
There are essentially two major types of wars, one where one is trying to oppress another, and ones where one is trying to gain contested resources. While they may both be a fact in a war, generally one will rise in priority over another. In a war where resources are contested, the very survival and thriving of both factions are at stake and so as you point out, there aren't any "good" or "bad" guys, but there is "us" and "the opposition". In the modern day where we are very comfortable, the idea of killing another just for their "things" seems savage and wrong, but for countries without a well established infrastructure, this is a way of life. As far as war crimes... there aren't any no matter how much people want to prioritize them. The very act of war is because you don't like the current law and order. There are only efficient and inefficient strategy and tactics. Rules of warfare cause leaders to start wars over frivolous matters, and to not commit forces to a campaign leading to those in combat to be destined for failure. The leaders fight this way with the false idea that the ROE will contain the destruction of battle.
