Using heads as a unit of measure is the standard because it is both what the human eye is naturally drawn to, and also generally the same size in spite of differences in body shapes between individuals. This is also why most people looking at this image can immediately tell something is very wrong about the proportions. Unless she was beheaded, and that head happens to be sitting on a shelf 20 feet away, then the rest of her body isn't tapering off enough to justify that drastic a difference in perspective between the chest and head.
Whether the character has any art or not is irrelevant.
That head is just too small (and the right shoulder detached). Can't flag it again, but it probably should. And a reason with "few art of this character" is not a good one, because we should judge quality and not the amount of "popularity" of a character.

Could you try arguing without hyperbole? It makes you sound retarded. It's clear the viewing eye of this imagine is meant to be originating at hip level and looking up so of course the head is going to look small. Her chest doesn't because it's sticking forward.

The head and shoulders are the only things being scaled. The rest of the body looks like a "standard" straight-from-the-front image (easy to see by scrolling down far enough to move the shoulders out of the browser frame), then only the head and shoulders are in the distance as if we were looking up while sitting at her feet. Whether that's worth deletion rather than bad_perspective I'm not sure; it's not the sort of image I'd approve even without the error.
Hyperbole is more credible of an argument style than personal attacks, by the way. You don't need to treat people here like your rival at the pub.
