The real problem is that Hoppo-chan is essentially an enemy combatant and I don't think the Americans would want to consider her "one of us" in-universe, depending on what she's done. There's also the question of how she even came into being in the first place since that would have a significant role in interpreting laws concerning citizenship. All in all, we don't know enough to say for sure.

If you have played KanColle which I still don't now due to no official English translation or official wiki in English made by Kadokawa, it's player speculation that the Abyssals represent Allied ships and islands in Allied territories or else Iowa would had replaced Battleship Hime as a playable ship girl who's also a enemy combatant.
It's only 'tamer' cuz we ain't got many humans there, and for good reason. In fact, when the American commander in charge of defending the Aleutian Islands heard that the Japanese Navy was planning to launch an attack there, he was perplexed since he could not think of any reason why they would want that rathole. And his basic strategy was to just let them have it.

I think Kancolle is going with abyssals as corrupted/possessed shipgirls (or shipgirls as purified/recoverd abyssals), as the more recent abyssal ships resembling/has a shipgirl counterpart.

As far as who represents what in Kancolle, they can talk around the Abyssal Kanmusu, but there's no denying who the land installations are.
Unless the devs do some major retconning, the late-model Wos still have those Most Definitely Not Late War American planes.

When I first started playing Kantai Collection, I bought that the Abyssal ships were to represent the Allies. It made sense, np, especially with the ship girls all being representations of IJN ships (no Kriegsmarine yet).
Then came along Summer Event / Operation MI with new Abyssals that clouded that "Abyssals = Allies" line of thinking. Every event added more Abyssal bosses that ever increasingly alluded to an original IJN version. It's at a point right now where the Abyssals are a mixing pot. Just like the ship girls/players' fleets are (IJN/Kriegsmarine/Italian/USN).
