Kinda like a close platonic friend you work with or is otherwise always there, but nevertheless reminds you (accidentally or purposely) that she is very much female every so often.

Ya think? I always felt that Fubuki's that cute girl next door whom you usually do not seem to pay too much attention to. Then when you do notice her you find that she's cute.

I agree with the second part, but she gives me more of a feeling of a classmate that didn't really stand out.
But all opinions comes to the same conclusion: Fubuki is cute.

She's not doing it for fanservice, she accidentally lost the bucket containing the fish. To not let the fish slip and escape she used her skirt. Not that I'm complaining. Fubuki is cute.
I don't know about kanmusus, but I think normal people would normally use their shirt before their skirt for that purpose.

The more obvious explanation is that trying to use her top in that manner would provide even more fanservice (even assuming it's long enough, it's mostly white). Lesser of two evils situation, I think.
He says "健康を持て余す ... ね" (kenkou wo moteamasu ... ne) which pretty much means to have so much vigor/health that you/they don't know what to do with it. It's not typical Japanese where you'd typically use genki (元気 "energy" as in "energetic") instead of kenkou normally. I think the artist is using "kenkou" here as it implies the sexual side of being "vigorous."
The problem is that it is unclear from that if he is speaking to Fubuki (while she's listening) or if he's talking to mostly to himself about her. I think he's talking to himself, as typical manga/comic convention says if she heard him the last frame should be her reaction, but I can't be 100% sure since her reaction might be a full page or something for effect.
If he's talking to himself, it'd be transliterated as something like: "Seeing something like that is bad for my health" or maybe "Seeing that makes me feel like a teenage boy" or something.
If he's talking to her, it'd be more along the lines of: "You're tempting me on purpose, aren't you?"
