Like I was saying in one of the other powerlevel arguments (post #339792), Touhou is the champion of hax and vaguely-defined absurd powers. Timestop, fate, history, wtf gaps, superiorimmortality... I'm biased against Arc because she spent so much of the game being pretty useless.
Here's the irony in Touhou: No matter what you are, you have to settle things with spellcards. If you drag Satsujinki into it, it's reduced to a game of tag where he's always "it". Remilia versus Arcueid is troublesome because they would match each other. Even if Remilia controls fate, Satsujinki would be the perfect enemy because fate has no application to his style of killing. Remilia calls Flandre. Arcueid calls Altrouge. Another worthless powerlevel argument, only worse because we don't know the extent of their powers. To make this shorter than if I described every single detail, it'd either be a tie or Arcueid wins.

It still applies. Suika and Tenshi could've crushed anyone who fought them otherwise. Spellcard rules can allow a maid to beat a border demon, an ordinary magician to beat a catastrophic devil, and a shrine maiden to beat a god.

There is no absolute proof that Arcueid lost that fight against Altrouge. All the entry in Plus Period says is that Altrouge cut her hair during the fight:
"Arcueid didn't cut her hair on her own, but it was taken away during a battle against a dead apostle called Altrouge, and until she recovers it, it won't grow back"
Note that stealing some hair does not = beat. Cutting her hair while Arc's guard is down or distracted still works. The entry at Jonnobi says the same, the entry at type-moon wikia is flawed, since it's mere speculation. She gets her power from the world itself, so in order to overpower her you need to be stronger than the world(like ORT), or use a weapon stronger than the world(Ea), and I don't think Altrouge is stronger than the world nor does she possess that kind of weapon.
She can also alter the world according to her thoughts with Marble Phantasm, the level of the actualization depends on the scale of the elemental, and since Arcueid is Crimson Moon Brunestud's most powerful descendant, she might be more powerful than the strongest elementals on Earth, maybe only matched by a Divine Spirit, and Divine Spirits are what we call gods.

Some people question if TH1-5 are even part of the current canon anymore, to be frank.
Spellcard rules don't power up Mikos, they just limit the damage people's powers do, so that their powers are non-lethal. It also stops absurdly powerful people like Shinki from accidentally destroying their own entire world when they unleash their true powers.
Reimu's (and even more absurdly, Marisa's) superpower is that she is just plain capable of dodging things like the radiation (heat and gamma) of a small star five feet to her left, the ability to disintigrate any matter (that means you, Shiki), thoughts like Yuyuko's "kill you with a thought", curses, and reality-warping or fate-warping or history-rewriting. Hell, she can apparently even fly through the mantle of the planet or even apparently breathe in space or molten rock by somehow "dodging" the heat or lack of air. (Which must also be how Batman does it... he's a slippery bugger.)
Anyway, in response to the "Who will win?" question, the obvious answer, being as they are both fighting game characters, is "whichever is being controlled by the better player". Just load them up into MUGEN if you want your answer, although there are obvious play balance issues, there.
It's true that Touhou is full of little girls with hax powers, but Remilia is not one of them. Her power to control fate is not something she controls if it exists at all. It's Remilia's word against Flandre's. Furthermore she is a far too selfish person to get bind by a devil's contract or loose to a lunarian in battle when she could just choose the outcome.
Oh and my bet is on Arc. There is nothing like a ultimate perfect reality-bending individual who can drop an artificial moon on your head. But yeah, Nasuverse and ZUNverse are pretty incompatible. Let's drop that.
