Full disclosure: I have a Windows Phone, for now. There's a bit to like about it and I have an Android tablet for what I'm missing out on, anyway.
In the US, Japan, etc. markets, the battle is lost, but I recall that as a low to midrange phone it's reasonably popular especially in developing markets. It's pretty much where Windows has concentrated its efforts since arriving late to the modern smartphone party and failing to break through.
Between 10, overcoming their reluctance to release high-end phones, and Islandwood (a system for iOS developers to port their apps), which would help with the app problem, some reversal of the Windows Phone's fortunes might be in store. It likely won't be significant enough to take a very large chunk out of Android's market share, but it might help.

Don't forget about the Firefox OS which is killing the third world market since it's so cheap and it just works as well as any and all dumb phones.
