If it's fried fish, you'll be able to eat a big part of it with the skin on.
If it's steamed fish, I guess it's like here.
Either ways, I don't see that it's much difficult to eat with chopsticks but I like to eat it fried.
Oh, but the fish can be messy at the end if you're eating it in group.
Fry it enough, and you'll be able to eat the whole thing, bones and all. Tasty and crunchy. Might need to split and butterfly it first though, if it's a big fish.
Just try not to accidentally pull an Isokaze or you'll end up with charcoal. And probably an oil fire.
Assuming it's saury here, it's not really that difficult to eat cleanly, if it's been simmered properly so that the flesh is still firm enough, but it's released itself from the bone.
With the small-medium fish (rather than the big-ass ones you need to flip...) it's pretty easy to just pull half of it off in one go, and eat at your leisure.
