Not quite pool #4248, as the locomotive has its tail-end lights on and is translucent/disappearing anyway.
The locomotive is EF63 2 and the shinkansen passing in the back left is an E2 series.
The picture seems to represent the 1997 closure of the Yokokawa-Karuizawa Usui Pass section of the Shin'etsu Main Line and the opening of the Nagano Shinkansen, which bypassed it. (The E2s entered service for the first time with the Nagano Shinkansen, while the EF63s, specifically designed to serve the steep Usui Pass, were all removed from service by the next year.)
EF63 2 is apparently still preserved at the Shinano Railway section of Karuizawa Station.
