You could say that it's cultural. Bloomers and swimsuits are allowed to be seen, as they are designed to be used as outerwear. Underwear, but it's nature, is not supposed to be seen - unless it's on purpose. It's not the skin that's showing, it's the clothing itself.
@demundo it's a pun. normally she would be wearing bloomers as in the old fashioned poofy underwear thats very modest, but instead shes wearing gym shorts (which are also rerferred to as bloomers/buruma and show off your butt as opposed to the other type of bloomers)

I myself think you are mistaken. The word for bloomer in Japanese is "dorowa-", which should be straight to "drawers", while "buruma" is for sport/PE's bloomer. Danbooru also uses different tags for these 2 things, bloomers and buruma.
