The issue is whether or not it is considered explicit here by our ratings system, not the ratings systems of "everywhere else". As Blindga has linked, and as far as my own understand of our ratings system goes, this would likely qualify as "questionable" under our rating system.
Rating:Safe here doesn't mean "safe for work", and is the level which covers non-genital exposing non-sexual nudity, which elsewhere would at minimum receive a "questionable" rating. As such some things that would elsewhere be at the level of "explicit" instead are at the level of "questionable" here.
You're welcome to disagree with how the ratings are used here, but your argument would be a discussion for the forum on how the site's ratings are defined instead of an argument to be held in an individual image's comment section.
It all boils down to if the image has actual sexual acts being done or not. This is just nudity, so it is questionable. If you disagree so much with this site's ratings, go take it up in the forums and try to talk to Albert and the rest of the mods.
