Most of the time, it's probably not that they don't know, but they want to avoid getting looked as doing tag vandalism.
Same thing with those asking if a picture fits in a pool instead of doing it on their own. It's much safer to ask experienced and well known member do it (or, anyone else)

I haven't had my account for very long and having been actively trying to figure out how to add tags so there's a lot of things I don't know

The Wiki header will take you to a more human-readable listing of lots of guides, while the articles prefixed with help:, about:, and howto:: are all guides as well.
