The initial thought might have been "is it the inverted castle or is Seija sitting on a normal castle upside down" without paying attention to that river in the odd-colored "sky."
I think it's a perspective thing with Seija being true to herself by sitting underneath one of the building roofs. It make it looks like the castle is floating in the sky by way of how the picture is angled.
