In japan, it's usually a pain to go home just to change clothes. You're only off from school for 1 day. That's literally only 1 day of the week where you're gonna see school kids in their personal outfits. After school unless you are part of the "going home" club, you're gonna go and hang out at places. Meaning you will still be in your Sailor Fuku school uniforms and such.
That's assuming you even have time after school clubs and activities(which are a much bigger thing in Japan than in America schools). In American schools, I literally only knew like 2 of my friends that were in any actual clubs.
So honestly, You practically live in your school Uniform in japan(at least until College).
There's also the cultural aspect of things. The "Oldey" ways was to have more a mob mentality and cause the least amount of trouble for other people. Don't be loud and Solo. This is slowly being phased out now in Japan, but it's an extremely slow process.
Depending on how anal the school is, this is also why some students(who want to be more independent) make small alterations to their school uniform. To stand out a bit from the crowd.
