They could be saved for the second season. Not as much focus on Fubuki would allow for the more futuristic designs to be used. Tenryuu and Tatsuta look very high tech compared to everyone on the show, despite being the oldest of the light cruisers.
Kiso on the other hand is the only ship her actress in not doing in the show of all her current voiced shipgirls. I guess having to explain her appearance might be something to do with it, or perhaps she has a different path in mind.
Mind you all the events so far in the anime have had real world resemblances to events in 1941 and 1942. It is doubtful the first season well get much past the events of Midway, much less the Solomons and into 1943 type events, though Tenryuu sank in late 1942. Tenryuu's shining moment is the Battle of Savo Island. Kiso lasted until the US invasion of the Philippines. She did survive the Battle of Leyte Gulf.

Which reminds me, despite being one of the really old ships, why are the Tenryuu class so futuristic looking compared to others? (Or maybe it's just anti grav and lighting) Am I just looking too deeply into that aspect?

The original artist had something else in mind. All his shipgirls have floaty bits and glowing bits.
Fusou and Yamashiro are going through the same exact scenario as Kiso and Tenryuu. Fingers crossed for them all (including Musashi, Hyuuga, Ise and others) to appear. I'd love to see them all in battle.
