Well, destroyers are also fast, so from a realistic stand point, they would make great scouts. And in the open waters, there aren't exactly places where you can sneak around and hide in, so skirmishes for these units are probably expected. The point then is to send out someone who can quickly take a good look around, maybe fire a few shots, then get the hell outta there alive.
I would love to be able read the sides stories this guy has written for this series but seeing as only the previews are online and the full things In Japan only I doubt that will ever happen.
