Well, I certainly don't understand what's the joke, even after translating it.
The name "Amagi" was going to be used on a class of battlecruisers, one of which was Akagi.
Akagi gets remade into a carrier and Battlecruiser Amagi is scrapped due to circumstances.
Then the name Amagi is reused as a carrier design and the joke is as Akagi's ex-sister, she has an equivalent love for resources like bauxite over her supposed sister Unryuu.
The entire thing seems to be an irrelevant setup for that

Oh, I see. The thing I didn't understand is why the artist made her like she couldn't stand on her own or something like that. Thanks for the explanation.

Practically this is a parody from Alps no Shoujo Heidi, with Unryuu as Heidi and Amagi as Clara, her friend, who was in a treatment to try her legs again.
Personally I don't know why the artist imagines the damaged pose like Teruyo's pose.

Oh, I see now. Never really watched it so I wouldn't know. Guess we should add a parody tag with his series?

You missed the part where Carrier Amagi didn't really get a chance to take part in the war because she's finished late in the war when Japan is already lost and war end is just a matter of time.
Oh, and I really thought those 2 bouky stick were blood on a frail little sister mouth.
