Actually, during the opening torpedo attack I'm sure they can aim for anybody, maybe besides flagship. My Kitakami and Ooi sank a lot of carriers this way...
Anyway, the question is, are those from a submarine, or from a torpedo cruiser?
Also, why Kuu-chan didn't attack with her aircraft first?

The same goes for Battleships aiming at other battleships. It's not that they "cant", it's just that they usually don't.
That's where the joke comes from. I've killed bosses before I even hit the destroyers or heavy cruisers. Doesn't mean that they don't like 99% of the time always like to aim for destroyers first. My kitakami and Ooi also love aiming at Destroyers first. Which I actually prefer so my Battleships will be "Forced" to aim at more worthwhile targets.
No one plays this game because you never win and the casualty rates are abysmal.
If we consider the game mechanics and the Sinking text earlier, the Shinkaisei-kan isn't protected by the Heavy Damaged rule like the shipgirls. They're likely to be able to sink in the same battle even if they weren't heavy damaged from the start... Or so I guess, as I don't recall seeing anything about that when the admiral read the paper.
