I'm not sure what the connection is between Samidare and Hiei in this artist's mind, but Mutsu is really not happy about this one...
Well, Mutsu as a "big sister" there should really watch over children when they are playing with fireworks because sometimes children will do very stupid and dangerous things with the fireworks...

Mutsu's there for the "Turret #3" joke. Hence her glowering.

Probably she just want to hear "Hieeeee!"
Well, there was the post a while back (post #1719206) where Samidare was getting excessive with Hiei, too. Samidare doesn't appear often in this series, and when she does, it's usually causing Hiei trouble. Hence, I'm wondering if there's some connection between those two, specifically.

I believe Samidare was around with Hiei during the Guadalcanal Operation until Hiei got sunk.

Samidare mistook Hiei for an enemy ship and fired friendly shots at her during the First Naval Battle of Guadalcanal.

historically, Samidare committed friendly-fire to Hiei. I don't know the detail myself, though.. just know it from here and here
