I doubt Wingull or Pelipper can breath undwerwater. Also, Snorlax can learn surf. Maybe he... floats?

In the anime, Ash's Snorlax originally just swam really well from Island to Island eating whatever it could find.
My guess is that Surf just doesn't really have any specific rules or anything, as long as you're big or a water, normal or ice type that's all it takes.
