Not quite. Her motive in DDC was to change society. She just chose the wrong way and pissed off the wrong people.
I seriously doubt Seija's motives were anything other than ulterior.
At the end of Impossible Spell Card, she ended up alienating everyone in Gensokyo, and was happy because of it.
I'd love to imagine Seija is just the goofy troll type, but to me, she comes off as either legitimately evil or unable to possibly comprehend why what she's doing is wrong.

Given the choice, I'd suspect it's more a case of the latter than the former. I think Seija's mindset is that, as an amanojaku for whom "opposites" are her stock-in trade, the more people hate her, the more that means they really love her, at least in her own mind. As a result, she honestly cannot understand that it doesn't always work that way with other humans and youkai. I don't believe she's actually "evil" in the classic sense, she just can't help herself; it's all in how her brain is wired.

It's in her nature as Amanojaku to be that. I think comparing her to a troll comes pretty close.
For me, seeing she wants to make the world a place for the 'weak', i imagine her as some sorta Social Justice Warrior
This is really more about the real-life person's statements (which are fairly similar to what's being said here) than what Seija actually did, though.
The guy was caught basically just spending taxpayer money on himself, and claimed it was "for the good of society". Hence, a whole lot of calling bullshit on the guy.
With Seija here, then un-reversed, it's basically, "I was stealing money for myself. I had a great time at those hot springs on your money. Haha, fuck you!"

Nobody's evil in touhou. Like all the other youkai in gensoukyo she just likes pulling pranks on people. The only difference with her is she's that kind of person that doesn't know when to cut it out.
