I would actually like to see the point of view of those higher ups. What makes them take the measures they do and how worth such decisions can or cannot be to protecting what they must protect in their minds. Not just, "Look, they are the bad guys because they are sacrificing the shipgirls!".

Well true, there could be reasons why they doing such thing. however in WW2, we know that some people do not think this kind of thing and simply care is to win the damn war, which results are perfectly devastating in both resources and human lives.
Compared to the actual things going on in WW2, this still isn't all that bad. The real-life navies were constantly ignoring subordinates to perform monumentally stupid decisions that killed thousands. (Operation Ten-Go, the making of the USS Wasp or the utter disregard for the safety of the first carrier division, or "Bull" Hallsey's leaving Taffy 3 completely undefended, for example.) That's not even starting on the general rape and pillage and slave labor performed by the Axis as they got desperate.
Besides, real-life militaries don't fight alien/zombie ships that just sit there waiting for you to kill them, or let you run and repair whenever you get hurt. They send real human beings to die fighting real human beings. On several occasions, real-life Japanese admirals sent their ships on suicide decoy runs... and not destroyers, either. The let Zuikaku, Ise, and Hyuuga be decoys for the third fleet before Leyte.
Honestly, if you look at the way that the game plays out, this is pretty much what the game encourages you to do.
You can only carry a handful of ships, but the game gives you "dailies" that reward you for adding more ship girls, regardless. Low-level destroyers and light cruisers you can mass-produce for 30/30/30/30 are little more than modernization or scrap fodder. (See the 2-4-11 joke...) The reason why it's Isuzu that's being modernized in the first place is because that's exactly what players do all the time.
This is just like those Touhou doujins where they have the youkai frequently eating humans - it's just the darkest possible take on something that the game normally glosses over.
They decide to lose a Kai-2 Isuzu, still don't keep another Isuzu to replace her, and intend to use a third Isuzu the same way. Lol. Even retards are not that stupid.
