It's a stunt they sometimes do on japanese variety shows where one guy bites on a strip of rubber and another guy then stretches and releases it, so the rubber slaps the victim in the face. In the child post you can see that it was actually Yukikaze who let go and Shimakaze suffered the damage, which normally isn't supposed to happen.

It's probably a pun; the term used does refer to condoms, but the replacement by a piece of elastic rubber for a slapstick prank is ergo an ironic substitution. (/killing the joke by explaing it)

You're right, I think. ゴムパッチン seems to be the stunt and くわえゴム is more about condoms, if google image search is any indication. OTOH there is no actual condom in the picture, it's just the pun that references condoms.
