Well, as the note at the bottom says, the ORIGINAL is from wiz garage, but obviously it was colored by the other person. How does one go about tagging that?
I would tag the original tag instead the coloring *which is supposed to be the original thing* although I consider it ambiguous too. Not a problem with this image since it already has credits but it might happen with some other without source note :/

You only tag the original author. When you give a child a Mickey Mouse coloring book, and he colors Mickey Mouse's little pants red and Donald Duck's shirt blue, do you say he's the author of that "work of art" and put it in his portfolio for when he wants to enter an art school later in life? It doesn't matter if the child is 20.

"Author" is an irrelevant term. The child is credited. Any time you find a page from a coloring book on display, it is guaranteed that the child's name will be on it. Also, way to trivialize colorists as children. Not like it's a professional position or anything.
Furthermore everything else ruins Touhou. I love the Touhou cast parodying stuff, but for the most part hate insertions of characters from other franchises into Touhou.

The translations are finished a few weeks ago. You can now download it on touhou.wikia site. A bit of spoiler, the second part is more heartwrenching than the first part. Also, Aya in Old Snake's suit FTW!
Ever wondered why Reisen's danmaku looks like bullets? That's because, as a moon rabbit, she had been trained by the Moon Defense Corps, and as a result of this training, her danmaku took on the shape of bullets. So, yeah, she can probably handle a rifle just fine, which is why she's equipped with handguns.
As for Tewi? Well...I'm going with the argument that Reisen or one of the other moon rabbits loaned her one; good enough reason as any.
