I wouldn't phrase it quite that way. We just saw her on one occasion (post #1364522) when she had already had quite a lot to drink - but the Japanese have far more social occasions where it's considered not only acceptable but almost obligatory to get drunk in public, than other cultures.
Deeming a Japanese person a drunk because of one occasion when they drank to drunkenness would be sort of like looking at someone in the US who eats a full meal *and* cake *and* ice cream on their birthday and concluding that the person was something of a food hog.

"正体不明" usually means "unidentified", but "正体不明 (になる)" is also used as a synonym for "正体を失う", "to lose one's consciousness".
