...That's called the Winter Solstice, or the First Day of Winter, in modern civilized society.
If I recall correctly, Traditional Shinto lore claims that's the first day of winter as well... Something about Amaterasu being sleepy/not very well awake and thus getting lazy and putting the the sun out early for the day before she retired to rest.
Edit: Correction, according to the Traditional Japanese Calender, Winter Started around November the 7th, so in context of Gensokyo you may have been right.
