Not really. Makimura draws the same Miqo'te every time and I've never seen a tattoo whenever her neck is visible, unless I'm totally blind. And do remember that due to the nature of MMO character creators, you'll often get artists who like to mix around different features that wouldn't otherwise be possible in-game.
Edit: Okay, forget most of everything above, I guess, just noticed that she's actually Y'shtola, derp. My first point still stands, though, sorta, maybe. Never seen him draw the tattoo on her neck, but she clearly has one in-game(never noticed), so your guess is as good as mine. orz
