According to the translation notes from SSiB, Gion was a district of Kyoto that was build during the Medieval period in from of Yasaka Shrine (no, not that Yasaka) which was also called the Gion Shrine. "It was built to accommodate travelers and shrine visitors [and] evolved to become one of the most exclusive and well-known geisha districts on all of Japan."
