Generally, the joke is she just lets Marisa walk by because she doesn't sense Marisa as a threat, but as merely a surprise guest. Meanwhile, she keeps the actual threats out.
At least, the ones that try to make Meiling competent do that to excuse the fact that Marisa can waltz inside the SDM at will.

Thanks to the Spellcard rules, all Marisa has to do is call for a duel, Master Spark saturate the area until Meiling is left in a pile somewhere, and walk in.
The whole situation probably just annoys her at this point.
Well, that's missing the point that it's supposed to be saying that Meiling still has room to be a badass (or at least just highly competent) and let Marisa walk through the front gate unopposed.
Besides, at this point, Marisa's pretty much an expected guest at any hour, anyway. So long as she plays with Flan and keeps her from causing a ruckus, and so long as it generally does Patchy more good to let her socialize a little than it does harm for Marisa swiping books, you may as well let Marisa in.
