Every time someone does it. People really want to see a Touhou Anime. I cannot blame them. I too want to see it. Yet it is very unlikely for ZUN to allow anyone to do it....unless we give him a lifetime supply of the best beer in the world. Hmmmm...think that would work?
I think it was that ZUN didn't want Touhou to become an actual franchise as it would complicate everything. Touhou started out as a doujin series and will always be a doujin series. This way, anybody can make anything related to Touhou and nobody would ask for royalties. This applies to anime. Touhou Musou Kakyou is a fan-made anime and is thus non-canon. Things are only canon if ZUN says so. In any case, he wouldn't bother with fan-made material.

AFAIK, ZUN didn't want touhou to get an anime.
I mean, you can see right now that there is A LOT of people mistaking Touhou for anime. If there is an actual, really good anime, that lots of people know, Touhou won't be known for the Bullet Hell game, but the Anime. And that is exactly what ZUN don't want to happen.
