I'm putting MY money on Yuuka. Yes, Cirno seems to have the upper hand, but the problem is that Cirno's plan was revealed BEFORE it was complete, whereas Keine's earlier hints at a plan have yet to be shown. Remember, in fiction, the unspoken plan ALWAYS trumps the spoken plan.
Cirno's different... Different wings, long sleeves and skirt... I guess Yuuka won? (if the real plan was to level up Cirno from a fairy to whatever Yuuka is now)

I thought that was a bit weird at first as well but I just doublechecked and Cirno's actually had the long sleeves in every appearance in the comic except the spell card panel being flashback'd here (presumably because that panel was a previously drawn piece.) The skirt is probably in part due to the angle, but who knows for sure.

While I highly doubt that wanting you favorite character to win, or the character you hate to lose, will not in anyway be the only reason why the battle should change into the way they want, no matter how the fanboys will complain, I agree I am interested in Reimu's reaction as well.
