In the end, Chen-chan held on with soft serve from a convenience store. The ramen on the night menu at the Ebina Service Area's ramen store looked incredibly good. If only I hadn't been full!!!!

Tare is a dipping sauce made from soy sauce, mirin, vinegar and dashi.
This is nostalgic. I once wanted to eat a particular noodle dish whilst in Korea, the first restaurant I went to said they ran out of stock that day. The second said they don't serve it anymore, the third said that they didn't serve that during their early hours, the last one said they did serve it, but that it was a special dish that ended two days ago. By that time, almost, 2 hours had passed and I was long since too tired in my search for food and ended up snacking on Jolly Pong.

If Chen wants something as ubiquitous as soft serve ice cream, she could just get a cone at a McDonalds...? I mean, it's not great, and there aren't many flavor choices, but it fits the bill.

They're in Japan not usa. Not every rest area is established by Mcdonald's.

(thoroughly late): According to Navitime and Google Maps, from the Ebina SA (up side) to the Dangōzaka SA (down side is fastest to get to) is a roughly 70-minute drive in the wrong direction, requiring turning completely around at the Yokohama-Machida IC and coming back down the Tōmei Expwy, before taking the Ken-Ō and Chūō Expwys 50km to the northwest. (And then doubling back again 16km later at the Ōtsuki JCT in order to face Tokyo.)
(Since it was brought up, as far as I can tell, the fastest McDonald's location to get to would be the location at Grandberry Mall, which is right off the Yokohama-Machida IC, and about 13 minutes away.)
