Well, if memory serves, The Haukrei Border went up in... 1884 or 1885 (which ever Meiji 17 is, I think it's 1884). At that point, time basically stopped in Gensokyo, and they've continuted living the same way the did back in the late 17th century.
Naturally, that means money is still worth the same as it was back then, either due to minimal inflation, or no inflation at all.
Considering that, in the early 1900's (around 1920 - 1930) you could rent an apartment for nine dollars a month, and buy food for a family of four for a WEEK for less than one dollar (ignoring, of course that the average weekly wage was less than 10 dollars for the average person), you can see how 1000 yen, set at 1880's rates, would be a significant bundle by today's standards.
Ironically, history was my worst subject. Go figure.

That late? I would have thought Gensokyo was created way back in the 1600-1700s, before the Europeans arrived...
The problem with the Wiki sites, it lists Meiji 17 as 1885, while a quick search of "Meiji 17" on Google unanimously says Meiji 17 is 1884.
