I don't think I've ever seen hair that turns into wings like that, I must say it looks very interesting.
It's sadly not terribly realistic, though. To have wings like that, you need bones to keep the structure rigid. These bones are connected to the main body only through hair, though, and hair outside the body is dead, so there'd be no way to get blood or nutrients to the bones.

Good point, I only thought as far as a winged human having the "main" wings on their head being really awkward for flight (or even lethal if the neck is unable to handle the weight of the body).
Though you could also argue that this is a descendant of gorgons and that the winged hair actually has bones and living tissue in it, or rather the wings growing from the head with hair growing out from the wings until it reaches a certain point where it starts turning into feathers (though that may still fall into the same problem mentioned earlier of the bones being too weak, but I feel like that would apply to pretty much every harpy-esque human. But that's fiction for ya).
