Kitsunebis are made up of the pure and powerful masses of desire from Kitsune monsters. Thus they are filled with the need to have sex with males for pleasure and to feed off of their souls as soon as they are created and don't have complete self-awareness.
Because of this, they are entirely motivated by desires such as "I wanna feel good" and "I want souls." Driven by these, they assault human males and attempt to mate with them.
After the first taste of sex and the male body, they gain the first stirrings of love. Their desires change to "I wanna feel good with him" and "I wanna feed off his soul," and they gradually obtain a physical presence.
Along with lustful desires, new ones such as "I wanna live along with him," "I wanna touch him and be touched," and "I want all of him" form, and the Kitsunebi develops the desire to form a couple while their lust grows more detailed, strong, and lewd.
They were once but masses of obscene mana, yet through sex with males, their presence grew into that of a female monster. On the other hand, Kitsunebi that have yet to encounter males are, due to their ambivalent presence, easily bound to the desires of female humans, resulting in the female being possessed. Women possessed by Kitunebi become KitsuneTsuki, transformed into monsters controlled by the fox's lust from body to soul.â—‹Habitat.......Unknown (near Youko and Inari)

This makes it apparent that though Youko and Inari are different in disposition, because their lust remains the same in nature, their true natures are likewise identical.○A monster surrounded with flames, which has the characteristics of a fox.
It is created when the high density mana and strong lust emanating from Youko and Inari take form.
Being a monster born from their presence, they exist in large numbers around powerful Youko or Inari. Inari, who are more in control of their power, don't create Kitsunebi unintentionally while Youko, who cannot contain their power, spread Kitsunebi wherever they go.
