Considering Reshiram and Zekrom have pretty high catch rates for Legendaries (in fact, they're the only ones with one higher than 3), it actually wouldn't be that hard. They're easier to catch than Dittos.

Actually, I caught Giratina with a standard pokeball. Of course, I was actually stalling for time to make my timer balls power up... but for some stupid reason, the thing was caught. I have no respect for that mon now.

It's just a matter of principle, really. A legendary mon should never lower itself to being caught in a standard pokeball. Call it lucky all you want, it's soured my view on that mon ever since then. I'd rather my luck give me ideal IVs over a 'lucky catch'.

Reshiram and Zekrom have catch rates of 45, according to Bulbapedia. Also according to Bulbapedia, a catch rate of 45 means you have a 5.9% chance of catching them with a normal Pokeball... at full health.
Of course, Dialga and Palkia also have high catch rates. 30, to be exact.

Mew and Shaymin have a catch rate of 45, Kyogre and Groudon have a rate of 5. Celebi's rate is also 45, but it's never been in the wild, making this moot.
This means you can set up a system to save your master balls on those legends. A high-leveled Swellow with Endeavor and anything to sleep them makes for a foolproof catch.

Ever since the DS games (and maybe at some point during the GBA ones), I've insisted on catching legendaries in Premier Balls. Just as cruddy as the regular balls, at ten times the expense! Legendaries and ones I have favor for. But, man, is it bothersome to reset so much...
