Well, in the Divine Comedy the deepest pits of Hell is in fact a very cold and frozen place. But this is Gensokyo, where common sense is weakening and accesories are a must.

I know this is a bit late, but... Seasons! Seasons are why. Subterranean Animism, despite, well, the HELL BUSINESS, is actually set during winter. Look at Marisa's outfit there, doesn't it look a bit heavy? But yes~ Winter~
Old hell in winter is going to be pretty cold. Think of old hell as being about as varied as a Metroid map and you get the idea. Actually, old hell with its backstory would make a good Metroid scenario.
Even aside from that though, hell is described as a fairly cold place in certain depictions, like the Inferno.
