Beautiful, but what is its purpose?

It seems like a multi legged mecha first but it is actually fixed down, so probably a building of sorts, perhaps a shield generator. But then why does it have continuous tracks?

Looks like some kind of siege tank in siege mode.

The tracks are most likely for rapid movement over paved or smooth surfaces, and the legs are deployed for less favorable terrain. As for the "laser disco-ball"... a multi-directional targeting system maybe?

Looks to me like a laser targeting system jammer. Spam laser dots everywhere so a seeker can't tell which is the one from its launcher. A la Ghost in the Shell.
