If someone has a clear explanation as to why this exquisite but obviously explicit image is rating locked at questionable, I'd like to hear it.
Simple: because it's not actually explicit. Whoever unlocked & changed it: a mod/janitor is supposed to know the rating guidelines. Read them before you do it again.

Privileged accounts have access to both the note and rating lock settings. And it was a Privileged account who changed it.
