Her insignia seem to best match those of a Senior Lieutenant; the corresponding USN rank by NATO code would be Lieutenant, whilst 少佐 would typically, I thought, correspond to a USN Lieutenant Commander. (Forgive the overly scholastic treatment, I barely have my own country's ranks and insignia sorted out. Time to branch out, I guess.)

Senior Lieutenant Lilya Alexeyevna Stalikov (age 16), squadron leader of the 3rd Witches' Squadron aboard the Orussian Federation aircraft carrier "Admiral Kuznetsov". Her strikers are Su-33s, and her familiar is a crane. Born to a wealthy family, she became well known at an early age in her country for putting down Neuroi, and is one of the Orussian Federation's top ace witches. The perfectly-coordinated maneuvers she executes with her squad mate, Lieutenant Ludomira, were nicknamed "Orussian Circus" by members of other nations' armed forces. She was given first cut at the initial Su-33 units off the assembly line in recognition for her achievements. Self-confident and somewhat cocky, but actually loves to be doted on. Voiced by Kugimiya.

You're absolutely correct that 少佐 = Lt. Commander (Navy-wise). In the Russian Federation Navy, that would equal to Captain 3rd class, however, naval aviation uses air force rank, so it would actually be major (Russians sure like to make things complicated). I think it's just that ogitsune might have used the wrong rank insginia for her.

Isn't there any Russian based Striker unit than the Su-33? like:
1. MiG-29
2. MiG-25
3. Su-25 (ground attack variant)
