You're right Etenar, this picture was done for the Magazine "Conexión Manga"'s N° 100 release, the artist is Fabián Rolán, but I don't have a clue if he's doing art on the internet or not.
Also, the pic published on the portait of the N° 100 magazine has Kinomoto_Sakura in front of them opening one of these Cracker Cones with confetti inside it.
