I don't think so. And for the lack of memory from GSC, I'll just say that in HG/SS, you need Rock Climb to get to him more often than anything else... and I don't recall having to need anything else.

Those trees are the bane of my existence. Every time I come across one of those, it just so happens to be a time when I don't have a Pokémon with CUT. And don't get me started on those damn rocks and ROCK SMASH.
