Yup. I remember that story, they were seeing who was strongest or something but could not find a challenge then they saw a man walking and decided the one who took of the mans coat would win. Brings back memories

At least I belive that's what was written on Touhou wiki...

OH! Yeah... it was in Perfect Memento... and it isn't exactly that... but similar...

That's a bit of a parody in and of itself. In the story, the wind could never get the man's coat off no matter how hard it blew. Hard fan blows FREAKIN' HARD!

Also I believe the fan itself is part of an old legend, or is some well know legendary item. At the very least I remember seeing it when Dragon Ball first started up.
