Actually, this isn't the case. They're two separate terms.
Magician = 魔法使い = "one who uses magic". Refers to the youkai species, or magic-users in general.
Witch = 魔女 = the image Marisa tries to convey, but otherwise not used in Touhou.

Ooops, what i was mentioning is from umineko. Since magicians are humans who can use magic but unable to use it in it's full power. Since Patchouli can use magic at it's full power(Since she use elemental magic) Battler treated her as a witch.
