F5 is usually used in browsers to reload page. They are trying to reload page as if picture is not completely loaded and transmission of data is stopped.
FFFFF~ is internet meme and part of "frustration".

I first started using internet when we had a nice 11mbps connection, so I had no experience with 56k, but sometimes our internet would completely shit out and it took 5 minutes to load a webpage, or just stop working entirely.
